9th ICP Captains’ Conference pleads for talent circulation instead of ‘war on talent’ between EU cities
Mayor of The Hague Pauline Krikke today opened the 9th ICP Captains’ Conference at WTC The Hague. Organised by the International Community Platform (ICP), this year’s theme is ‘The Art of Creating a Global Talent Hub’. More than 150 executives and officials gathered to discuss their shared interest in bringing and maintaining structural employment and economic growth to the Rotterdam-The Hague Metropolitnikolaan Region. Attracting and retaining global talent is a prerequisite for achieving this goal. Professor Bruno Lanvin, executive director of INSEAD and creator of the Global Talent Competitiveness Index (GTCI), discussed the urgent need for cities to have access to talent and shared his vision with attendees. Nikolaj Lubanski, director of Talent Attraction at Copenhagen Capacity -Copenhagen came top of the GTCI 2016 cities ranking – made it clear that if talent is to choose to pursue a career in Europe, everyone needs to act as European partners rather than compete with each other.
Mayor Pauline Krikke: ‘To rejuvenate the economy, while also providing opportunities for people at all levels of society to develop, to work and to live prosperous lives, we need talented people. Economic centres within the Rotterdam-The Hague Metropolitan Region therefore need to become ‘global talent hubs’.
Professor Bruno Lanvin, executive director of INSEAD: ‘The GTCI measures the ability of countries and cities to compete for talent. The index can be used as input for policy-making and serves as a practical tool for measuring the quality and impact of private and public decisions in areas like technology, innovation and human capital. The importance of cities and regions in attracting and retaining talent is only increasing. They are often able to act faster than the countries they are located in.’
Lanvin believes that the Rotterdam-The Hague Metropolitan Region can become a strong global talent hub once the talent ecosystem is put to optimal use. The presence of international companies, institutions and knowledge clusters means that the region offers attractive career paths.
Nikolaj Lubanski, director of Talent Attraction at Copenhagen Capacity, mainly looks at collaborations between cities and regions: ‘To secure access to global talent, European cities have to shift from a mindset focused on ‘the war on talent’ to ‘talent circulation’.’
The 2017 Global Cities Talent Competitiveness Index scores will be released in January 2018.
LABsession & Talent Investment Dinner
The ICP Captain’s Conference comprises one segment of a two-day conference. On Thursday, 2 November, HR managers, recruiters, talent managers, workforce analysts, business developers and policy advisers from the Rotterdam-The Hague Metropolitan Region met to discuss the best ways to better attract, develop and retain talent for their organisations and the region.
The day concluded with the 2017 Talent Investment Dinner for the directors of the International Community Platform, WTC The Hague, The Hague Business Agency, the Municipalities of The Hague and Rotterdam, InnovationQuarter, Rotterdam Partners and Economic Board Zuid-Holland. The theme of the dinner was optimising the prioritisation and implementation of the regional ‘Access to Talent’ agenda. The directors collectively embraced their specific task of ensuring that the Rotterdam-The Hague Metropolitan Region is the best possible place for global talent to live and work.
